Akino Kondoh

Akino Kondoh, AKA Akino Kondo

This is most likely the artist who's painting was used in the Sample Cover for the AX magazine collection.  She's been painting the same character repeatedly since the age of eighteen.  The character's name is Eiko and is the heroin in a fantasy akin to a darker version of Alice in Wonderland.  Kondoh has a career branching into animation, fine art, and comics.  She's even exhibited with Suehiro Mauro.   Her animation was linked to through Boing Boing and is pretty damn enjoyable.

Sweeeeet. I know that Le Lezard Noir accepts paypal, if you want to order her book from that french publisher.

She seems like someone that would cross over to the Juxtapoz and indie craft scene really well... her animations are the right blend of grotesque and cuteness!
